2020 Board Member Nominees


Lynel Vallier

Lynel has been a Credit Union Member since 1971 and was appointed to Boulder Valley Credit Union’s Board of Directors in 2013 where he continued as a board member after the 2015 merger with Premier Members Credit Union. He has served on two other credit union boards (Iowa and Colorado) in the past.

Lynel is a retired from Boulder Community Health having worked there for 28 years. He served in positions as the Director of Laboratory Services, Corporate Compliance Officer and HIPAA Privacy Officer. He also has served on the Board of Golden West Senior Housing for 18 years, where he served as Chairman for more than six years.

Currently, Lynel is serving on one committee at University of Colorado, Boulder. Lynel has been involved in Medical missions in South Korea, Tajikistan, Ukraine, Mexico, and was hospital project coordinator for the PEPFAR (President’s Plan for Aids Relief) in Tanzania.

Kenneth Black

Kenneth has been a member of the credit union since 1977 and has served on the Board of Directors since 2007. Prior to joining the Board of Directors, Kenneth served on the Supervisory Committee as an officer for four years.

Ken has a BA from University of Northern Colorado and Masters from Eastern Michigan University.

He is a retired print shop manager from the Boulder Valley School District / Westwood Heights Schools (MI) for a combined 31 years of service. Additionally, he was an instructor/department chair for Graphics Arts/Printing at BVSD for 23 years.

Kenneth served as the president for the Tarryall Fishing Club Board and was a member of the HOA Homeowners Association. As an officer and director for 10 years, he was also responsible for purchasing and stocking trout in the private 10-mile section of the Tarryall River.

Jim Clemmer

Mr. Clemmer began his membership with Boulder Valley Credit Union (BVCU) in 1998 and joined the Supervisory Committee in 2000. He was appointed to the Board of Directors in 2005.

After merging with Premier Members Federal Credit Union in 2015, Jim has served as the Board Treasurer and Co-Treasurer. Mr. Clemmer continues his volunteer education completing the Credit Union National Association (CUNA) Certified Credit Union Board (CCUB) Member Certification.

Mr. Clemmer as an Associate of Science Degree and Hazardous Materials Management Certificate from Front Range Community College and is an Environmental Technician at Boulder Valley School District, a position he has held since 1994. He served on the Boulder Valley School District Service Employee Association Budget Advisory Committee and the BVSD Insurance Committee. Mr. Clemmer was formerly employed in the Transportation Industry for 18 years of which 5 years was self-employed. Jim also volunteers as President of Section 18 Water Users Association.

Elaine Hutchings

Elaine joined Farmers Union Federal Credit Union in 2003 and joined the Board of Directors in 2005. There, she served as Vice-Chairman of the Board of Directors for two years and Chairman for three. Elaine joined the Premier Members Federal Credit Union as an Advisory Member in June of 2010 after the completion of the merger of Farmers Union Federal Credit Union. She was elected a Board Member of Premier Members Federal Credit Union in 2015.

Elaine earned her Bachelor of Science-Business/Marketing from the University of Colorado in 1967 and her MBA from the University of Southern Colorado in 1992.

Elaine retired in 2012 from Farmers Union Service Association, a wholesale insurance brokerage where she was the brokerage manager. During her years as an insurance broker she specialized in Malpractice insurance for professionals in all areas of expertise along with Directors and Officers insurance. From 1992 to 1997, Elaine was a business consultant helping start-up non-profit corporations develop business plans and providing guidance to successfully acquire grants and funding. She has served as President of the Association of Professional Consultants for more than 15 years.

BS in Accounting at University of Utah, a MS in Accounting at University of Houston, and earned her MBA at Keller Graduate School of Management.
